ANOC Presidency: Mustapha Berraf Calls on the 206 National Olympic Committees to Build a Shared Vision for the Future

Published on 09/22/2026, 10:46 AM

With less than three months to go before the election for the presidency of ANOC (Association of National Olympic Committees), Mustapha Berraf is entering a new phase of his “ANOC VISION 2036 – One Olympic Family, One Shared Future” programme.

Following the public presentation of the main pillars of his vision on 7 July 2026, Mustapha Berraf now wishes to open the process to direct contributions from all 206 National Olympic Committees (NOCs), with a clear ambition: to help shape the future of the organisation by drawing on the experience, priorities and proposals of all its members.

The election for the ANOC presidency will take place on 7 December 2026 in Hong Kong, during the 28th ANOC General Assembly.

A Global Responsibility at the Heart of the Olympic Movement

The ANOC presidency carries the responsibility of bringing together and representing National Olympic Committees from around the world within the international Olympic Movement.

Over several decades of commitment to the Olympic Movement, Mustapha Berraf has worked alongside Olympic leaders and officials from all five continents. This experience has reinforced a strong conviction: the future of ANOC must be shaped through dialogue, unity and equal access to opportunities.

His ambition is to co-create a governance model in close cooperation with each of the 206 National Olympic Committees across the five continents.

A Structured, Ambitious and Transparent Vision

When ANOC VISION 2036 was presented in July 2026, the main strategic directions of Mustapha Berraf’s project had already been established.

His manifesto, formally addressed to the 206 NOCs, structures this vision around four pillars: Unite, Support, Inspire and Innovate.

Its guiding principle is clear:

"One Olympic Family. 206 National Olympic Committees. Five Continents. One Shared Future."

Mustapha Berraf proposes to build “a stronger ANOC” and “a more united ANOC”, founded on “independence”, “greater responsiveness to the needs of its members” and “a full commitment to serving its members.”

His first commitment is to “strengthen the 206 National Olympic Committees” and provide each of them with the means necessary to fully fulfil their mission.

Key Strategic Priorities

ANOC VISION 2036 identifies several key priorities for the future of the organisation:

  • placing athletes at the centre of the project;
  • preserving and strengthening the autonomy of NOCs;
  • strengthening their governance and capabilities;
  • developing women’s and youth leadership;
  • harnessing the opportunities offered by digital technologies and artificial intelligence;
  • developing new partnerships;
  • strengthening links and cooperation among the five continents.

His manifesto states: "Trust is not inherited. It is earned through listening, dialogue and action." It sets out his approach: "Listen before deciding, bring people together before acting, and serve before leading." With one overarching ambition running throughout the project: "Unite the continents."

A Convergence That Underscores the Importance of the Issues at Stake

More than two months after the publication of ANOC VISION 2036, several similar themes and priorities have emerged in proposals put forward by other candidates for the ANOC presidency.

Mustapha Berraf nevertheless wishes to pursue his approach without controversy or confrontation. He believes that this convergence around a number of principles primarily demonstrates the importance of the issues facing ANOC and the need to address them through collective solutions.

206 NOCs, 206 Experiences, One Shared Vision

The campaign is now entering a new phase. Having established a clear direction and presented a structured vision, Mustapha Berraf now wishes to open ANOC VISION 2036 to the experience and contributions of NOCs across all five continents.

"I am not asking the 206 NOCs to endorse one man’s vision. I am inviting them to contribute to a vision that belongs to them. We have set out a clear direction. It must now be enriched by the experience, priorities and ideas of our entire Olympic Family." - Mustapha Berraf

The 206 NOCs operate in different environments and face realities specific to their respective contexts. Each also brings experience, expertise and solutions that can contribute to strengthening collective action.

The objective of this new phase is therefore to turn the diversity of NOC experiences into a strength in building a shared ambition.

As Hong Kong Approaches, the Direction Remains Unchanged

As the campaign enters its final phase ahead of the election on 7 December in Hong Kong, the course set by Mustapha Berraf remains the same as that established at the launch of ANOC VISION 2036: strengthening the 206 NOCs, preserving their autonomy, listening before deciding, uniting the five continents and placing ANOC at the service of its members.

"The 206 National Olympic Committees are ANOC’s strength. 206 stories, 206 experiences, 206 realities that must come together around a shared ambition. This is the very essence of the vision put forward by Mustapha Berraf: to place decades of experience at the service of each and every NOC, to listen to every voice and to create the conditions for the five continents to move forward together. ANOC VISION 2036 sets a clear direction; its ambition now is to bring the 206 NOCs together around a truly shared project." - Mustapha Berraf

An Experience Built Within the Olympic Movement

Mustapha Berraf’s involvement in the Olympic Movement spans several decades, at national, continental and international levels. He has held a range of responsibilities in the service of National Olympic Committees and the global Olympic Movement.

This experience places his candidacy for the ANOC presidency within the continuity of a career dedicated to Olympic governance, the representation of NOCs and cooperation among the various components of the Olympic Movement.
